Assessed sheltered housing is intended for elderly people whose care needs fall short of in-patient care, but who no longer feel that it is safe to continue living in their own home. A further purpose is to reduce the isolation that many elderly people who live at home by themselves suffer from.

The difference between ordinary housing and assessed sheltered housing is that the elderly person has the opportunity to live in a residence that may provide communal meals, cultural activities and company, etc.
