Demolition permits

Application for a demolition permit or submitting a notification of demolition in order to demolish buildings.

How to apply

The building committee in each municipality assesses applications for demolition permits and receives notifications of demolitions. When you apply for a demolition permit or submit a notification of demolition, you must pay a fee. 

About demolition permits

You need a demolition permit to demolish a building or part of a building: 

  • located in an area with a detailed development plan 
  • that lies outside an area with a detailed development plan, but where the municipality has set a requirement for a demolition permit.

You must apply for a demolition permit even if only a small part of the building is to be demolished. 

If you want to demolish a building or part of a building that did not require a building permit, you normally do not need a demolition permit, unless the municipality has decided otherwise. 

Notification of demolition 

In those cases where you do not need a demolition permit, you may still need to submit a notification of demolition. This applies when you want to demolish a building or part of a building that lies outside the area covered by the municipality's detailed development plan. 

If your demolition permit is granted or you have submitted a notification of demolition, you must await the starting clearance from the local building committee before you can start demolishing the building. 

Requirements 

The demolisher must carry out the demolition to the extent required by Sweden's Planning and Building Act (PBL) and its regulations. The demolition is to be carried out according to plan and with due care.

For almost all demolition projects, there must be an inspection plan. In many cases there must also be an inspection manager who is independent in relation to the demolisher. The inspection manager is to assist the developer in drawing up an inspection plan for checking the demolition.

In this plan one should identify which products that can be reused and how those will be taken care of. Which waste that will occur and how that will be handled is also something to include in the plan. It is important to plan for recycling of materials and that dangerous substances are removed as safely as possible.
 

Permit issuer and supervision

You apply for a demolition permit from, and submit notifications of demolition to, the municipality. The municipality is also the supervisory authority.
