Registration of the operation or organisation of swimming pool facilities made accessible to the public or otherwise used by many people.

How to register

Send your registration to the municipality's environmental office at the latest six weeks before the start of operations.

Swimming pool facilities are facilities for swimming accessible to the public or used by many people. This can include indoor or outdoor swimming pools, water slides, pools, ponds and various types and sizes of buoyancy tanks.

You must register the activity with the environmental and health protection office in the municipality in which the activity will be carried on at least six weeks before it starts operations, unless otherwise determined by the supervisory authority. If you start your activity without registering it with the municipality, you risk incurring a fine (miljösanktionsavgift) of SEK 3000.

Requirements

In order to operate or organise swimming pool facilities for the public, you need to have procedures in place for addressing environmental and health requirements. Self-regulation is a tool to ensure that you as a business operator meet the requirements that exist for health and the environment. The self-regulation requirement means that you must

  • investigate how the environment is affected by your activity
  • stay informed of what rules apply for your own activity
  • acquire the necessary knowledge to prevent disease.

The Public Health Agency of Sweden’s general recommendations (HSLF-FS 2021:11) on swimming pool facilities describes how bathing activities are inspected in accordance with Sweden's Environmental Code.

Registration and supervision

The municipality charges a registration fee that varies depending on the municipality in which the activity will be carried on. The municipality is the supervisory authority.
