How to apply
You choose if you want to apply for authorisation to issue certificates for tenant-owners' associations or for co-operative tenants' associations.
If you want to become a certificate issuer for both types of associations you need to submit two applications.
Send your application to the National Board of Housing, Building and Planning.
Information about authorisation
Certificate issuers are individuals who audit financial plans and cost calculations for tenant-owners\' associations (bostadsrättsföreningar) andfinancial plans for some co-operative tenants\' associations (hyresrättsföreningar). You apply for authorisation as a certificate issuer with the National Board of Housing, Building and Planning. The National Board of Housing, Building and Planning has a register of authorised certificate issuers. The purpose of the register is to provide information about certificate issuers that are authorised to audit financial plans and cost calculations.
To obtain authorisation as a certificate issuer, applicants must have the requisite education in property law and business administration or real estate economics, and knowledge of construction activities and property management.
Applicants must also have a liability insurance that meets the requirements in bostadsrättsförordningen and förordningen om kooperativ hyresrätt.
Authorisation and inspection
The National Board of Housing, Building and Planning grants authorisation and is the supervisory authority.
