How to apply
Submit your application to the municipality in which the business will be conducted.
The following document must be enclosed with your application:
- Copy of your self-monitoring programme.
In the case of cross-border distance sales to Sweden, you have to register information about tobacco sales with the Public Health Agency of Sweden and the registration has to be confirmed before the sale is allowed.
Information about the application
Tobacco products includes products that contain any tobacco at all, and are intended to be smoked, chewed, sniffed up or sucked on, such as cigarettes, cigars, cigarillos, pipe and rolling tobacco, moist snuff (snus), chewing tobacco, portion tobacco, raw tobacco and tobacco for hookahs.
If you conduct retail sales of tobacco products, you are obliged to apply for a permit from the municipality. Failure to apply is a criminal offence and the business owner can be convicted of illegal selling of tobacco.
Requirements
The following requirements apply if you want to sell tobacco products in your business:
- Anyone selling tobacco products must ensure that the recipient is at least 18 years old and that the tobacco product is not intended to be given to someone who is not yet 18 years old.
- At the point of sale, there must be a legible and clearly visible notice informing the customer of the prohibition to hand over these products to anyone under the age of 18.
- The selling of cigarettes individually or in packages of less than 20 cigarettes is strictly prohibited.
- Tobacco products must be labelled with warning texts in Swedish, among other things.
- The business owner must exercise self-monitoring and have a self-monitoring programme in place.
Application and supervision
The municipality handles applications and is the supervisory authority. The municipality charges those who sell tobacco products an annual supervision fee. For more details about application, supervision and fees, contact your municipality.
