Debt collection activities

Anyone who intends to collect debts on behalf of someone else or debts that have been taken over for enforced collection normally needs a licence to conduct debt recovery activities. This applies to both legal persons, such as companies and other types of organisations, and natural persons with or without registration as a sole trader.

Anyone who only collects debts that have arisen in their own business does not need a licence. Nor does the person who collects debts from companies that are part of their own group need a licence. Anyone who has some form of authorisation from the Swedish Financial Supervisory Authority, Finansinspektionen, and therefore is under Finansinspektionen's supervision does not need a licence. Lawyers and employees of law firms may also collect clients’ debts without a licence. 

Licences may only be issued if the business can be assumed to be conducted in an expert and judicious manner. IMY makes its assessment based on the descriptions of the activities requested in the application form and with the qualification documents and different types of certificates specified in the form.
